Despite legislators’ hard work to create Papago Saguaro National Monument, the United States Congress abolished the designation to allow groups to use the space in different ways. Although this allowed development in the natural desert landscape, Congress decided some of the land should be saved for parks and recreation. Decommissioning the monument allowed many groups and individuals to use the area in a way that has greatly added to its historical and cultural worth. As you explore the area, consider how removing the National Monument status may have helped or harmed Papago Park.
